I can receive email but I cant' send email using Outlook

1. Please check the "Outgoing server requires authentication" option in Outlook.

It is very common for ISPs to block port 25. (for example Comcast, Cox or Verizon sometimes they block port 25). For this reason, your server has also been configured to allow mail to be sent on port 26. You may need to modify your mail client settings to use port 26 for SMTP if you are being blocked by your ISP. For example, in outlook you can change the port from the "Outgoing Server" tab of the "More Settings" section.
